This Deer and Elephant Rearing Rules, 2017 were issued by the Ministry of Environment and Forests of Bangladesh on 3 December 2017 under the Wildlife (Conservation and Security) Act, 2012. The Rules establish a regulatory framework for the private rearing, keeping, breeding, and management of deer and elephants in Bangladesh. The principal objectives of the Rules are to introduce a licensing system for farms and animal keepers, regulate the possession and transfer of deer and elephants, and ensure that the keeping of these animals complies with prescribed standards relating to housing, grazing, identification, record-keeping, and animal welfare. The Rules define the responsibilities of licence holders, provide procedures for obtaining, renewing, and cancelling licences and certificates, and establish regulatory oversight by the forestry authorities. The Rules also aim to strengthen wildlife conservation and legal control over captive wildlife by monitoring the ownership, breeding, movement, sale, exchange, and transfer of deer and elephants. They prescribe requirements for registration, tagging of elephants, maintenance of official records, inspections by authorised officials, and penalties for non-compliance.
