This Decree establishes measures for the development of the livestock sector and pasture management during 2026-2028. It sets target indicators relating to livestock numbers, livestock productivity, processing of livestock products and the expansion of fodder crop cultivation, and provides for the establishment of the Livestock and Pasture Development Agency and the Livestock Sector Support Fund. The functions of the Agency include planning, coordination, support and monitoring in relation to livestock production, breeding activities and pasture management. The Decree provides for measures to expand the fodder base, including the prioritization of fodder crop cultivation in designated livestock-specialized districts and conditions for the use of agricultural land for livestock facilities and fodder storage. It also establishes training programs for artificial insemination technicians, the provision of equipment to certified technicians and subsidies for calves obtained through artificial insemination or embryo transfer. The Decree introduces financial support measures for livestock activities, including concessional lending arrangements, financing for livestock projects and breeding enterprises, and a temporary exemption from value-added tax on imports of pedigree cattle, sheep and goats. It further provides for the implementation of investment, credit and grant projects in the livestock and pasture sectors, the establishment of a digital information platform for the sector.
