National Biodiversity Strategy and Action Plan (2026-2030).

The Timor Leste National Biodiversity Strategy and Action Plan (2026–2030) provides the national framework for conserving biodiversity and integrating ecosystem management into sustainable development. Its overarching vision is that, by 2030, Timor-Leste’s biodiversity and ecosystems will be conserved and sustainably used by all sectors, contributing to food security, poverty reduction, climate resilience, and improved quality of life. The Strategy seeks to address major pressures on biodiversity, including land-use change, unsustainable harvesting, invasive species, pollution and climate change, while aligning national actions with the Kunming–Montreal Global Biodiversity Framework, the Sustainable Development Goals, the Paris Agreement and other international commitments. Its principal objectives include restoring degraded ecosystems, expanding and effectively managing protected areas, conserving threatened species and genetic diversity, strengthening ecosystem services, and mainstreaming biodiversity considerations across agriculture, forestry, fisheries, aquaculture, tourism, infrastructure and spatial planning. The Action Plan operationalises these goals through 22 national targets covering ecosystem restoration, sustainable management of productive sectors, pollution reduction, invasive species control, climate adaptation, biosafety, biodiversity monitoring, sustainable financing and inclusive governance. Particular emphasis is placed on community participation, recognition of traditional knowledge systems such as tara bandu, gender equality, and equitable benefit-sharing from biodiversity-related resources and livelihoods. The Strategy also aims to strengthen institutional capacity, establish robust monitoring and evaluation systems, mobilise public and private financing, and improve coordination among government agencies and local communities. Through these measures, the Action Plan seeks to halt biodiversity loss, enhance resilience to climate change, promote sustainable economic opportunities, and ensure the long-term conservation and sustainable use of Timor-Leste’s terrestrial, freshwater and marine ecosystems.
