State Action Plan on Climate Change for the State of Goa (Period 2020-2030).

The State Action Plan on Climate Change (SAPCC) of Goa (2020–2030) establishes the state's framework for climate change adaptation and mitigation in alignment with India’s National Action Plan on Climate Change, Nationally Determined Contributions, and the Sustainable Development Goals. The Plan assesses climate vulnerabilities associated with Goa’s coastal ecosystems, river basins, khazan lands, forests, biodiversity, tourism-dependent economy, and human settlements, and identifies priority actions across sectors including energy, transport, water, agriculture, fisheries, forestry, tourism, mining, waste management, health, and habitats. It promotes mitigation measures such as energy efficiency, renewable energy development, electric mobility, and sustainable transport, while adaptation measures focus on water security, climate-resilient infrastructure, coastal and mangrove ecosystem restoration, disaster risk reduction, sustainable agriculture, fisheries management, biodiversity conservation, and public health preparedness. The Plan further provides strategies for protecting groundwater resources, enhancing ecosystem resilience, promoting sustainable tourism and mining practices, and strengthening climate information and knowledge systems. Institutional arrangements include the establishment of a State Climate Secretariat, multi-stakeholder coordination mechanisms, monitoring and evaluation frameworks, and annual reporting procedures. The Plan also identifies financing mechanisms and budgetary approaches to mainstream climate action into state development planning and support implementation over the 2020–2030 period.
