The Meghalaya State Action Plan on Climate Change 2023–2030 (SAPCC 2.0), published by the Government of Meghalaya in 2024, provides the State’s policy framework for addressing climate change through mitigation and adaptation while integrating climate considerations into development planning. It identifies eight priority sectors: agriculture and allied sectors, water resources, forests and biodiversity, energy, urban habitat, human health, tourism and disaster management, and aligns State interventions with India’s Nationally Determined Contributions (NDCs), the Sustainable Development Goals (SDGs) and other national and international commitments. The Plan assesses climate trends, future projections and vulnerability at State, district and block levels, including risks associated with floods and droughts, and identifies climate-related challenges affecting agriculture, water resources, forests, biodiversity, fisheries, livestock, health and livelihoods. It establishes mitigation measures covering renewable energy, forest protection and restoration, afforestation, biodiversity conservation and low-carbon development. The Plan provides sector-specific implementation arrangements, responsible departments, budgets, indicators and targets. It also establishes institutional arrangements, together with financing, climate-budget tagging, monitoring and evaluation mechanisms for implementation.
