National Cooperative Development Programme (PNDC. – BR 185).

This Resolution approves the National Cooperative Development Programme (PNDC), a long-term strategy designed to promote inclusive and sustainable economic development in Mozambique through the expansion of the cooperative model. The principal objective of the Programme is to organise the productive base of the economy, particularly within the large informal sector, by transforming informal economic operators, producer associations and local enterprises into modern cooperatives. The Programme seeks to increase production, productivity, employment and income generation, strengthen value addition and industrialisation, facilitate access to finance and markets, and improve the contribution of cooperatives to national economic growth. It is also intended to support implementation of the General Cooperatives Law, industrialisation policies, local content initiatives and micro, small and medium-sized enterprise development strategies. The PNDC establishes a 20-year framework structured around legal reform, institutional strengthening, business environment improvements, capacity-building, research and innovation, and market integration. It promotes the creation of agricultural, fisheries, industrial, artisanal, commercial and service-sector cooperatives, with particular emphasis on youth and women’s participation, local processing of products, financial inclusion, export development and integration into national and international value chains. The Programme further provides for the establishment of cooperative governance mechanisms at national, provincial and district levels, introduces measurable development indicators and financing mechanisms, and aims to formalise economic activity, expand the tax base, stimulate local industrialisation, improve food security, and strengthen Mozambique’s competitiveness and economic resilience.
