This Decree establishes the Tourism Fund of São Tomé and Príncipe and defines its objectives, sources of financing and governance structure. The principal objective of the Decree is to create a dedicated financial mechanism to support the implementation of the national tourism policy and strengthen the operational capacity of the Directorate of Tourism and Hospitality (DTH). The Fund is intended to finance tourism promotion activities and the annual programmes and projects of the Directorate that are aligned with government tourism policies, thereby contributing to the development, promotion and competitiveness of the tourism sector. The Decree further establishes the administrative and financial management framework of the Fund, including its governing Administrative Council, reporting obligations and sources of revenue. Funding is derived from government budget transfers, tourism-related taxes and fees, gaming revenues, tourist visa fees, airport charges, donations and other own-source revenues. The Fund’s resources are earmarked for tourism marketing, training and capacity-building, participation in tourism organisations and events, tourism infrastructure and information services, research and development projects, promotion of cultural and tourism assets, support for tourism-related initiatives, and the improvement of the national tourism product. Through these measures, the Decree seeks to encourage the sustainable development and international promotion of tourism in São Tomé and Príncipe.
