These Regulations, made under section 51 of the National Agricultural Seeds Council Act, No. 21, 2019, provide for liberalising the production of Early Generation Seeds (EGS) in Nigeria and increasing their availability, accessibility, and quality, by allowing qualified private-sector actors, plant breeders and seed scientists to participate in producing breeder seed and foundation seed. The Regulations concern: eligible applicants for a licence to produce early generation seeds; criteria for granting a licence; obligations and controls of EGS producers; source of breeding materials; inspection and control.
