The Regulation prescribes the implementation of the Support Program for new participation in quality systems for the period from the year 2026 until the year 2029. Eligible users are farmers (individually or a group) registered in the Register of Farmers (production organizations do not have to be registered in the Register of Farmers) or registered for the processing of agricultural products in accordance with national legislation, who with the product to which the request for support relates participate for less than 5 years in: a) the European quality system (protected designation of origin and protected designation of geographical origin; guaranteed traditional specialty); b) the national quality system of agricultural and food products “Proven quality”; c) organic production system (processors only). Eligible beneficiary in terms of this Regulation are: a) must be in the category of a micro, small or medium-sized enterprise defined in Article 2 of Annex 1 of the Regulation on agricultural exemption; b) new participation in the quality system from paragraph 1 of this article should be proven (existing beneficiaries of support from the Program are eligible if they enter the quality system with a new product or enter a new quality system with the same product); c) must have settled, or regulated financial obligations according to the state budget of the Republic of Croatia; d) must not be in bankruptcy or liquidation; e) there are no business entities with which it is connected by ownership or other relationships.
