Rubber Industry Regulations (1992 Revised Edition).

The Rubber Industry Regulations of Singapore establish the regulatory framework governing the licensing, manufacture, processing, packing, storage, treatment and export of natural rubber under the Rubber Industry Act. In force from 27 May 1992, the Regulations require licences for activities including packing and shipping rubber for export, manufacturing technically specified rubber, and dealing in, storing or treating rubber. They establish licensing fees and record-keeping requirements and impose specific obligations on manufacturers of Specified Singapore Rubber (SSR), including compliance with prescribed technical specifications and controls relating to processing capacity and the quality of rubber intended for export. The Regulations also establish detailed requirements governing the conduct of the rubber trade and quality certification. They regulate packing and baling, registration of house symbols, marking and grading of rubber, and documentation for export, shipment and local delivery. Particular provisions govern the use of the SSR Certification Mark and require manufacturers to maintain inspection, testing and quality-control systems demonstrating compliance with SSR specifications. The Regulations empower authorised inspectors to enter manufacturing premises, inspect operations, take samples and conduct tests, and require manufacturers to facilitate such inspections. They also prescribe fees for licensing, administration, inspection and testing, while preserving certification marks and house symbols previously approved under the revoked Rubber Industry (Certification Mark) Rules.
