This Decree creates the Chókwè Public Water Istitution (HICEP). It consists of 10 articles approving the Statutes and 33 articles specifying competencies and duties of the aforementioned public Institution. The Statutes establishes fees, irrigation conditions and all aspects relevant to water uses within the Chókwè area. The HICEP shall be responsible for water management and supply, by the contruction of waterworks and other infrastructures for a better utilization of water resources. Controls shall be carried out by the HICEP in order to avoid illegal activities.
