This Decree creates the Agricultural and Rural Development Fund (F.D.H.A.) under the Ministry of Agriculture. It consists of 13 articles approving the Statutes of the aforementioned institution entitled to carry out studies on the hydraulic sector (including irrigation and drainage). It establishes as well the requirements to be satisfied in order to obtain incentives for improving the agricultural sector. Composition and competencies of the aforementioned Fund are specified in the text.
