The Premier, for the purpose of ensuring reliable system of service of the national economy by fluvial transport, safe navigation by inland water routes, coordination and management of transportation, decrees to set up Russian State Concern of Fluvial Fleet (ROSRECHFLOT). ROSRECHFLOT is a transport production and management complex that carries out its activity on the principles of self-financing and self-management. ROSRECHFLOT is a juridical person and is acting in accordance with its statute within the limits of plenary powers transferred by associations, enterprises and organizations that make part of the Concern.
