Decision No. 78/2004/QD-TTg adjusting and supplementing a number of mechanisms and policies in order to speed up the construction progress of population clusters and lines as well, as dwelling houses in frequently flooded provinces of the Mekong River Delta.

The Regulation provides for the rehabilitation of flooded areas in terms of land use planning, landdrainage and reclamation and improvment to build or restore dwelling houses for the local population.
