This Act provides for the establishment of the National Disaster Prevention and Mitigation Committee (NDPMC) and defines its internal organization. Powers and duties of the Committee include: to formulate National Disaster Prevention and Mitigation plans; to authorize local governments to take responsibility of disaster management in their respective areas; and to recommend or support any disaster prevention and mitigation activity. The Act also institutes the Department of Disaster Prevention and Mitigation (DDPM) as the core government department in handling national disaster management work. At the local level, the Provincial Disaster Prevention and Mitigation Committee and Bangkok Metropolitan Committee are formed. The Act further provides for: contents of the National Disaster Prevention and Mitigation plan; powers and authorities of Directors; penalties; etc.
