This Act provides for powers of extraordinary administration in the case of emergency declared under section 143 of the Constitution. The Act defines regulation-making powers of the Governor. Regulations made during a state of emergency shall cease to exist when a Proclamation of emergency ceases to be in force. Regulations, Orders and Rules made under a state of emergency shall prevail if inconsistent with other laws.
