This Regional Decree shall be applicable to all waterbodies, except those located on the territory of Nenets autonomous area. It shall be applicable either to marine fisheries or to inland fisheries. Commercial fisheries shall be carried out by natural and legal persons for payment, while artisanal fisheries, except for protected fishing areas and fishfarming waterbodies, shall be authorized free of charge. Fishing inspection, by agreement with the regional administration, shall allocate waterbodies and parts thereof to legal and natural persons for industrial fisheries and fishfarming, and also for organization of sport, artisanal fishing and aquaculture. Acclimatization and fishfarming of new fish species without prior consent of fishing inspection shall be prohibited. This Regional Decree lists prohibited fishing gear and prohibited fishing methods. Catch of Atlantic salmon, Siberian white salmon and Arctic cisco shall be subject to issuance of fishing licence.
