Carbon Dioxide Storage Act (KSpG).

The Act, establishes the legal framework in Germany for the transport, geological storage, monitoring, and long-term management of carbon dioxide (CO₂) to support climate protection. It regulates the approval, construction, operation, closure, and post-closure responsibilities of CO₂ pipelines and storage sites, while requiring strict environmental, safety, and public participation procedures. The Act sets detailed requirements for site assessment, risk evaluation, monitoring, liability, financial security, and measures to prevent or respond to leaks and environmental harm. It also provides rules on third-party access to CO₂ transport and storage infrastructure, establishes regulatory oversight by public authorities, and includes provisions for research storage projects. The legislation implements the EU Directive 2009/31/EC on the geological storage of carbon dioxide and aims to ensure that CO₂ is stored safely and permanently for the protection of people, the environment, and future generations.
