This Regional Law regulates relations, originating in the process of energy saving, with a view of creating economic and organizational conditions for more efficient use of energy resources. Objects of state regulation shall be: (a) efficient use of energy resources, including renewable energy, in the process of production, transformation, transportation, storage and management; (b) production of alternative fuels, including biofuel; (c) registration of produced and consumed energy resources; and (d) scientific research in the sphere of energy saving. Organizations performing energy saving programs shall have preferential terms for tax payment.
