This Law, consisting of 6 Chapters, divided into 166 articles, establishes the State Environmental Policy aiming at the preservation, conservation, protection and improvement of the environment, as well as the rational use of natural resources, essential to a healthy quality of life, on the following bases: I - improving and maintaining environmental quality by ensuring conditions for development of the State, without prejudice to human life; II - maintaining ecological balance, considering the environment as a public asset to be necessarily protected; III - establishing criteria and standards for environmental quality and the use and management of natural resources; IV - organizing and properly use the urban rural land with a view to reconciling their occupation with the conditions required for the preservation and enhancement of environmental quality; V - promoting tax incentives and direct social activities, to maintain the ecological balance; VI - promoting environmental education at all levels of education by adopting measures aimed at environmental awareness for environmental protection; In addition, it creates the State Environmental System (SISEMA) for the administration of environmental quality, protection, control, development and proper use of natural resources of the State and implementation of environmental state policies. The State Environmental System (SISEMA) aims at organizing, coordinating and integrating actions of different entities of the State public administrations.
