This Decree establishes the modalities of setting up, accumulation of finances, management and expenditure of special budgetary Fish Fund. Finances of Fish Fund shall be expended for stock enhancement, scientific research related to fish resources. State Fishery Administration shall be manager of Fish Fund. Finances of Fish Fund shall be formed by revenues and compensation for damages caused to fish stocks, revenues from sale of confiscated fishing gear, fishery fees, public funds destined for specific fishery development programs and donations for international fishery projects.
