This Law creates the State Programme for Structuring, Investment and Research in Wind Energy (RS-Eólica) and the related Steering Committee. The State Programme objectives are: expand and enhance the economic and social benefits that activities related to wind energy may generate in the State territory of Rio Grande do Sul, such as: strengthening of the State industry, employment and income generation, technological advances linked to the staff technical training, strengthening of business, quality of life and social welfare; foster and create a competitive environment for the generation of wind energy and for the attraction of companies and services directed to this productive chain; increase the State industrial participation in supplying the necessary components for the realization of investments wind energy sector; foster the research and development of technologies involving the wind power production chain; reduce the environmental impacts that may be caused by the development of said activities; and articulate existing public policies at the federal and state levels linked to the wind energy production chain.
