Theses Regulation provide for the supervision and administration of the quality and safety of dairy products and promotes the sound development of the dairy industry. Farmers, procurement entities for raw and fresh milk, manufacturers and sellers of dairy products are the parties ultimately liable for the quality of dairy products they respectively procure, transport and distribute. The Regulation defines functions of different regulatory agencies and requires the health administrative department to: formulate national quality standards for fresh milk and dairy products; specify restricted and prohibited substances or ingredients in such products; establish hygienic requirements for the manufacturing and distribution of dairy products; ensure that infant milk powder contains nutrition ingredients necessary for the growth; etc. In addition, the Regulation will tighten the control of how milk-yielding animals are bred, how raw milk is purchased and the production and sales of dairy food. New licensing requirements are established on the institutions or corporations procuring raw and fresh milk from farmers. Furthermore, the Regulation imposes more obligations upon manufacturers and distributors including: set up tracking records for the products they produce and distribute; comply with good manufacturing practices and implement Hazard Analysis and Critical Control Points (HACCP) systems; stop production of products found to present safety risks; and clearly state product ingredients and any additives on the product labels. The Regulation further provides for: the supervision and inspection over the production, import, export and sale of dairy products; and violations.
