The purpose of these Measures is to protect the farmers’ enthusiasm for growing grains, ensure the stable growth of grain production, and promote the reform of the grain circulation system. The Measures consist of 10 articles. The grain risk fund is composed of the central subsidy and the provincial financial budget. The remaining articles of the Measures covers, among others, the procedures and requirements for the use of the fund, and legal liabilities.
