The purpose of these Measures is to strengthen the construction safety supervision and administration of the power construction projects, and protect the people's lives and property safety. The Measures consist of 53 Articles. The Measures govern the construction, expansion, renovation, demolition and other related activities of the power construction projects, as well as the supervision and administration of the National Energy Administration and its agencies. The safety responsibilities of entities engaged in power project survey, design, construction, supervision and administration are stipulated respectively in the Measures. In addition, the Measures provide for the offences and penalties.
