Government Report on Forest Policy 2050.

The vision of the Forest Policy Report is defined as follows: “Sustainable forest management is a source of growing welfare, stresses the diverse welfare derived from forests and the fact that the utilisation of forests offers solutions to the needs of the people and society”. In order to make the vision come true and to be able to increase the welfare obtained from forests various sets of issues to develop the forest-based business and activities have to be considered. In particular, the Forest Policy Report presents three strategic objectives, founded on the vision: 1) Finland is a competitive operating environment for forest-based business. 2) Forest-based business and activities and their structures are renewed and diversified; 3) Forests are in active, sustainable and diverse use. Success in the measures with the most significant impacts is a precondition for the growth in the welfare produced by forest-based business and activities. The Report presents thirteen sets of measures to achieve the strategic objectives and, through this, growing welfare. The most important ones are: Creation of conditions for renewal of enterprises in the field and development of new and growing enterprises through business policy and legislation; Creation of conditions for business-like and active forestry, for example, by developing taxation and improving the structure of holdings and forest ownership; Supply of raw materials in line with the demand and improve the functioning of the markets; Provisions of public funding to support the renewal of forest-based business and activities and transition to bio-economy; Securing biodiversity of forest nature, ecosystem services and ecological and social sustainability of forests. Chapter 2 on Strategic outlines set by the Government establishes that forest-based business and activities of the future are closely integrated with other sectors, climate-friendly, sustainable and resource efficient. Finland’s forest resources and forest-based business are the foundation of the emerging bio-economy. Also chapter 4 concerning Analysis of changes in the operating environment of forest-based business and activities argues that changes should be effectively utilised to increase in the welfare of society as a whole. Structures of forest-based business and activities should be developed in such a way that it is better prepared to respond to the necessary changes. As a result of this development, the forest-based business and activities will become integrated with the energy and chemical industry, for example, more strongly than now. As far as the implementation is concerned it is stated in chapter 4 that the Finnish Bioeconomy Strategy will steer the planning and implementation of all programmes and strategies relating to the use of natural resources. Chapter 2 establishes that forestry subsidies schemes shall be developed so that the financing is effective and cost-efficient in terms of the forest policy objectives. The text consists of 5 Chapters as follows: Introduction (1); Strategic outlines set by the Government (2); Effectives of measures of the National Forest programme (3); Analysis of changes in the operating environment of forest-based business and activities (4); Impact assessment (5).
