These Measures, consisting of 35 articles, aim to rationally develop water resources, and promote sustainable utilization, conservation and protection of water resources. In order to withdraw water resources directly from rivers and lakes or groundwater by means of water withdrawing works or facilities in this autonomous region, entities and individuals shall apply for and receive water withdrawing licences, and pay the water resource fees. The Measures provide for the rules, procedures and requirements to be satisfied for the application, examination and approval of water withdrawing licences and the levy of water resource fees. Water resources fees shall be exempted when withdrawing water for agricultural irrigation and drinking. Water resource fees shall be mainly used for the conservation, protection and management of water resources, and also may be used for the rational development of water resources. The Measures further provide for the supervision and administration and legal liabilities.
