This Plan is a sectoral policy document at the national level for the period of 2011-2015. It was formulated to clarify the strategic objectives, major tasks and major initiatives for the development of China’s agricultural international cooperation during the “12th Five-Year Plan” period. The Objective of the Plan is to promote the healthy and sustainable development of agricultural trade. The Plan proposed the major tasks: 1. Improve the support system for the development of agricultural trade and promote the healthy development of the agricultural sector, including: strengthen the participation in trade negotiation and international standard formulation; improve the monitoring and early warning system for agricultural trade; strengthen the international marketing and promotion of agricultural trade; etc. 2. Improve the South-South cooperation development system and strengthen international cooperation in the agricultural and grain fields, including: formulate the strategic plan for food security cooperation in Asia, Promote agricultural technology demonstration projects; innovate cooperation models and enhance the effectiveness of South-South cooperation; etc. 3. Further improve the quality and level of foreign direct investment in agriculture; 4. Strengthen the international cooperation in agricultural science and technology to enhance the technological support capabilities for the development of agricultural sector.
