The aim of the present Act is to integrate renewable energy into the market reducing the costs of the so-called “energy turnaround” (Energiewende) in Germany. To accomplish this, the federal government limits the annual extension of renewable energy plants and implements a fundamental change to the statutory tariff structure. In the future, operators of renewable energy plants will receive the statutory feed-in tariff only in exceptional cases. Instead, the direct marketing of energy generated by renewable energy plants will be mandatory. In the latest amendments the Act updated several technical and administrative provisions. The changes clarify definitions and allow renewable energy producers to allocate generated electricity proportionally across different marketing options, adjust rules on grid connection and metering regulations, and strengthen certification, supervision, and compliance procedures for market participants and authorities involved in renewable energy systems. The text consists of 101 articles divided into 7 Parts as follows: General provisions (1); Connection, Consumption, Transmission, and Distribution (2); Market premium and feed-in tariff(3); Distribution and marketing of electricity from renewable energies (4): Transparence (5); Legal protection and official proceedings (6); Empowerment, reports and transitional provisions (7). Five Annexes are enclosed.
