These Provisional Regulations, consisting of 28 Articles, are enacted according to the Regulations on the Administration of Grain Circulation, the Regulations on the Administration of Central Grain Reserves, and the Administrative Measures on Grain and Oil Storage, aiming to further implement the responsibility for grain and oil storage safety, comprehensively strengthen safe grain storage management and ensure national food security. The Provisional Regulations provide for the responsibilities and obligations of grain and oil storage units, policy enforcement bodies, grain administrative departments, and their staff on the safe storage of stored grain and oil, and the liabilities for the consequences of the occurrence of grain and oil storage accidents.
