The purpose of the Rules is to ensure the quality of fish meal products and promote the healthy development of China's fish meal sector. The Rules include 7 Chapters: Chapter I General Provisions; Chapter II Conditions to Obtain the Production Licenses; Chapter III Application for Production Licenses; Chapter IV Examination and Quality Inspection; Chapter V Issuance of Production Licenses; Chapter VI Management of Production Licenses; Chapter VII Supplementary Provisions. The Ministry of Agriculture shall be in charge of issuing feed (fish meal) production licenses. The National Aquatic Product Quality Supervision, Inspection and Testing Center shall be the responsible quality inspection agency for feed (fish meal) production licenses.
