This Governmental Decree validates the Regulation on state institution "National pedigree breeding farm for artificial insemination of livestock "Elite" based on the right of operational management. The goal of "Elite" shall be consevation of genetic resources of pedigree livestock, organization of pedigree stockbreeding farm, semen database and provision of agricultural profucers with high quality semen of pedigree livestock. "Elite" shall pwerform the following functions: (a) semen production; (b) trade of pedigree material (semen); (c) introduction of advanced insemination technologies and practices; (d) export and import of high quality semen; and (e) setting up information database related to pedigree livestock.
