These Regulations are determined pursuant to Article 13, Paragraph 5 of the Toxic Chemical Substances Control Act. According to the Toxic Chemical Substances Control Act, a permit shall be obtained by a manufacturer, importer or seller of Class 1, 2 or 3 toxic chemical substances, or an enterprise using or storing Class 1, 2 or 3 toxic chemical substances, and an enterprise disposing of or exporting Class 1, 2 or 3 toxic chemical substances. The Regulations provide for requirements for registration, approval application, review procedures, issuance (replacement or renewal), change, extension, revocation, cancellation of toxic chemical substances permits.
