The Strategic Dimension of the Multiyear Plan translates the main strategic lines defined by the federal government for the implementation of public policies, with a horizon of four years. In PPA 2016-2019, the Strategic Dimension is composed of the Future Vision, the Macroeconomic Scenario, the Strategic Axes and the Strategic Guidelines that guide the elaboration of the programmatic structure, especially of the Thematic Programs, which make up the Tactical Dimension of the PPA alongside Programs of Management, Maintenance and Services to the State. The Future Vision of the country can be understood as the declaration of a collective, feasible and clear desire that guides the planning of governmental action. It is in this sense that the PPA 2016-2019 assumes as Future Vision a Brazil that recognizes itself and is recognized as: • an inclusive, democratic and more egalitarian society with quality education, respect for and appreciation of diversity, and poverty; • a solid, dynamic and sustainable economy capable of expanding and renewing productive structure with the generation of quality jobs and with respect to the environment. The Multiyear Plan 2016-2019, prepared in a challenging scenario and amidst new demands of society, seeks to follow the inclusive development project present in the last three PPAs. This project, breaking with the country's tradition, has been simultaneously pursuing for more than a decade two goals that it considers inseparable, economic growth and reduction of social and regional inequalities. Two pillars support it: the first consists of the impulse to expand the consumer market and mass production, mainly through the increased direct transfers in the field of social security and inclusion policies and reduction of inequalities; measures that facilitate the expansion of credit; and the increase in real wages allowed, particularly by the policy of valorization of the minimum wage, by the incentives to formalization, and by the expansion of universal public services. To overcome the challenges included in each Strategic Axis, a set of Guidelines is proposed that guide the main agendas for the next four years, in which the 2016-2019 PPA proposes to sustain the process of inclusive development in Brazil through the resumption of growth and the distribution of productivity gains in society. The linkage between the Guidelines and the Strategic Axes is not rigid, strategy to collaborate on more than one Strategic Axis. The Guidelines are: • Combating poverty and reducing inequalities, promoting equitable access to public services and expanding economic opportunities in the countryside and in the city. • Promoting quality and broadening access to education with equity, articulating the different levels, modalities and systems, guaranteeing conditions of permanence and learning and valuing diversity. • Promotion of employment and decent work, with guarantee of labor rights, professional qualification and strengthening of the public employment system. • Ensuring universal access to basic and specialized care services in health, focusing on the integrality and quality of care and on strengthening the Unified Health System - SUS. • Ensuring the population's access to the social security system, with equity in service and improvement of management, contributing to the sustainability of the system. • Guaranteeing quality access to social assistance services, through the consolidation of the Single Social Assistance System - SUAS. • Guaranteeing the human right to adequate and healthy food, with the promotion of sovereignty and food and nutrition security. • Strengthening of citizenship and fundamental rights, promoting the social participation, access to justice, the rights of the elderly, the young, the persons with disabilities, respect for the LGBT population and confrontation with all forms of violence. • Promotion of gender and ethnic-racial equality and overcoming racism, respecting the diversity of human relations. • Promotion of sustainable rural development, aiming to increase production and agricultural productivity, with the generation of employment, income, foreign exchange and access of the rural population to public goods and services; etc.
