These Regulations are enacted to strengthen the energy conservation and energy use efficiency. The Regulations make provisions for the monitoring and reporting of energy conservation and energy use efficiency of the energy users. The energy users include the petrochemical raw material manufacturing industry, synthetic resin, plastics and rubber manufacturing industries and man-made fiber manufacturing industries that are subject to company registration or business registration according to law.
