The National Biodiversity Strategy with the Action Plan for the Period 2016-2020 is a national strategy with a multi-sectoral approach. Its vision for Montenegro until 2050 is "Functional ecosystems and wealth of biodiversity are the basis for a sustainable and harmonic framework for the development of Montenegro and its citizens.” Its strategic targets are: - Until 2020, biodiversity protection is in practice as one of several most important social and political priorities in the overall development; Biodiversity is protected by multidisciplinary and multisector approach; An efficient mechanism for financing of biodiversity protection achieved, as well as a switch to sustainable biodiversity economy and necessary capacities built into 2020; Significant reduction of identified direct pressures on biodiversity until 2020 registered; Until 2020 preconditions created and targeted measures for biodiversity protection implemented; Environmental infrastructure as the basis for conservation of national biodiversity created until 2020; and knowledge of biodiversity improved, systematized, and widely and equally available through developed mechanism. Agricultural, forestry and fisheries will become more sustainable through three sets of measures: a) Integration of sustainable biodiversity economy (as a part of green economy) into main courses of national and sector policies, strategies and plans; b) Use of specific fiscal, market and policy instrument based on prices as a support to conservation of biological diversity, sustainable production and consumption; and c) Establishing a legal, institutional and implementation framework for introducing PES (payment for ecosystem services). Increased agricultural production will be ensured through environmentally sustainable practices and socially equitable manners. Poverty reduction will be achieved through economic growth resulting from functional ecosystems and wealth of biodiversity as the basis for a sustainable and harmonic framework for the development of Montenegro and its citizens. The strategy includes a detailed matrix of strategic targets accompanied with specific actions, time periods and deadlines, achievement indicators and responsibilities. Achieving targets set by this Strategy is possible only through mobilisation of all existing resources. Further, the Strategy asks for the preparation of the National Biodiversity Monitoring Programme until 2021, which will allow systemic collection of data on biodiversity status. The overall responsibility for monitoring and evaluation of implementation of the Strategy is primarily allocated to the Ministry of Sustainable Development and Tourism.
