This Plan is a sectoral policy document at national level for the 13th Five-Year Plan period (2016-2020), aiming to promote the large-scale application of seawater, promote the healthy and rapid development of seawater utilization industry, support the construction of water-saving society and expand the blue economic space. The Plan indicates that during the “Thirteenth Five-Year Plan” period, the shortage of water resources is still one of the major factors constraining China’s economic and social development. With the rapid economic and social development along the coast, a number of industrial parks and demonstration bases such as iron and steel and petrochemical industries have formed in the coastal areas. The high-water-consuming industries have shown a tendency to accumulate in the coastal areas, and new developments in the protective development of islands have emerged. At the same time, there are problems such as over-exploitation of groundwater and serious shortage of water quality in some coastal regions. Pressure on water resources is increasing, and it is urgent to find new incremental water resources. To relieve the pressure of water shortages, the Plan proposes that by 2020, the total seawater desalination volume will reach 2.2 million tons/day or more, the new seawater desalination scale in coastal cities will be 1.05 million tons/day or more, and the new seawater desalination scale in island areas will be 140,000 tons /days or more. The scale of direct seawater utilization will reach 140 billion tons/year, and the scale of seawater circulating cooling will reach more than 2 million tons/hour. The new brackish water desalination scale will reach 1 million tons/day. The seawater desalination equipment self-innovation rate will reach 80% or more, and the international market share will be increased by 10%. The Plan sets four major tasks: Firstly, to expand the scale of seawater utilization, actively promote the government-led investment in the construction of people's livelihood security desalination projects in coastal desalination cities, to ensure the water use safety of coastal islands and ships, and expand the applications of seawater technology in the western brackish water regions; Secondly, to enhance seawater utilization innovation capabilities, independently carry out technical equipment, core materials development and application demonstration, and actively promote the development of leading enterprises and small and medium-sized micro-enterprises, build a collaborative innovation public platform; thirdly, to improve the integrated and coordinated management mechanism, promote the establishment of a coordination mechanism for promoting the development of seawater utilization industry, financial investment and incentive policies, supervision of engineering products, and a standard system. Fourthly, to promote the open development of seawater utilization and build an international cooperation mechanism for seawater utilization.
