13th Five-Year National Energy Development Plan.

This National Plan is a sectoral policy document, which represents the basic outline of China’s energy policy from 2016 to 2020, and aims to optimize energy system, promote energy product and consumption reform, and build a clean, low-carbon, safe and efficient modern energy system. The Plan sets up a set of 2020 targets. The Plan proposes that by 2020 the total energy consumption should be controlled within 5 billion tons of coal, during the “13th Five-Year Plan” period, total energy consumption grows by more than 2.5% per year and GDP per unit of energy use should fall by 15%. The Plan seeks to significantly improve environmental performance and protection in energy sector, reduce pollutant emissions of coal-fired power plants, and achieve ultra-low emissions reform for coal-fired units with retrofit conditions and support the environmental reclamation of coal mines. GHG emissions reduction target is: CO2 emissions per GDP should decrease by 18% compared to 2015. In order to achieve clean and low-carbon development and to optimize the energy structure, during the "13th Five-Year Plan" period, non-fossil energy consumption increase should be more than 15%, natural gas consumption should reach 10%, the proportion of coal consumption should be below 58%. Installed capacity of wind energy and solar energy should reach “more than 210GW” and “more than 110GW,” respectively, by 2020. The targets on energy-saving and emission reduction transformation contain: to complete 420 million kilowatts coal-fired power transformation with ultra-low emissions, 340 million kilowatts of energy-saving transformation. Actions for renewables energy include: Encourage residents to participate in roof photovoltaic solar power production and other forms of clean energy production, sharing energy development results; Scientifically arrange the construction schedule of large-scale hydropower bases, rationally develop the hydropower base of the upper reaches of the Yellow River; Innovate the development mode of hydropower development, explore the establishment of long-term mechanism of sharing revenue and development of hydropower development, protect the legitimate rights and interests of migrants in the reservoir area; etc. The targets on energy systems efficiency include: the GDP per unit of energy use should be reduced 15% compared to that in 2015, in the field of coal power, average power consumption should decrease to less than 310 grams of coal per kilowatt-hour, and the electrical line loss should be controlled within 6.5% by 2020.
