This Plan is issued by the Ministry of Environmental Protection. It is a sectoral policy document at national level for the 13th Five-Year Plan period (2016-2020). The Plan sets up the main objectives: By 2020, ecological space will be secured, ecological quality will be improved, ecological functions will be enhanced, the rate of decline of biological diversity will be curbed, the level of unified supervision of ecological protection will be significantly improved, and national ecological security will be guaranteed. To achieve the above main objectives, the Plan sets up specific objectives containing: to fully delimit the ecological protection red line, and the management and control requirements will have been implemented, so that the overall national ecological security pattern will be formed; the layout of natural reserves will be more reasonable and the management and protection capacity continues to increase and the proportion of the national natural reserve area to the land area is maintained at around 14.8%; Complete the survey and assessment of priority areas for biodiversity conservation, establish biodiversity observation networks, enhance protection, and the protection rate of key protected species and typical ecosystem types will reach 95%; the ecological monitoring database and regulatory platform will be basically built; etc. As two the key tasks, the Plan emphasizes to strengthen the system of ecological quality and biological diversity promotion, and build ecological security monitoring, early warning and evaluation system. The actions to be taken are: 1. Implement key biodiversity conservation projects; 2. Strengthen the protection of biological genetic resources and biosafety management; 3. Promote international cooperation and implementation of international biodiversity treaties; carry out regularly the assessment of ecological conditions; strengthen the supervision of ecological protection in the development and construction activities; etc.
