National Environmental Action Plan 1999.

The National Environmental Action Plan is a national policy with a sectoral approach. The goals of the Plan are (i) better quality of life, (ii) increased environmental awareness, (iii) effective environmental management systems, and (iv) sustainable economic, social and cultural development. Forestry management and conservation will be ensured in line with the principle of multipurpose use of forest resources, biodiversity conservation, ecosystem preservation, and protection of forest species. Agricultural support policies for rural development will be integrated with efforts to preserve land resources. Extension services will be provided in line with the cultural and social conditions of the region and attached to the research units. Public participation will be promoted in the processes of decision making on environmental protection, particularly in the agriculture, water, fisheries, and forestry sectors. Environmental awareness will be raised through consistent and effective knowledge regarding the protection and enhancement of environmental assets. Air quality will be improved and protected within the measures taken against emissions such as harmonization of emission data with European Emission Data Bank and adjustment to the European Automotive Exhaust Emission Standards. Furthermore forest cover and green spaces will be expanded in urban areas. The utilization of clean and renewable energy sources as well as passive solar energy applications will be promoted. Sustainability of energy supply and environmental costs will be optimized in accordance with the international standards. Research and development studies will be encouraged for cleaner technologies. Technical support will be given to industries for energy efficient technology transfers. Water resources management will be integrated into the protection and management of water basins, aquifers and wetlands. Private sector involvement will be encouraged in developing and managing water supply and sanitation facilities and services. Reusing domestic and industrial waste water as well as the use of the effluents of wastewater treatment facilities in irrigation will be promoted to ensure the efficient utilization and conservation of water resources. In order to ensure effective waste management, solid and hazardous wastes will be minimized, recycled and recovered. "Waste Exchange" will be established at national and regional levels and moreover Hazardous Waste Management units will carry out activities at regional level. Training programs will be conducted on the collection, dumping and elimination of hazardous wastes. Standards will be developed for transportation and temporary storage of hazardous wastes. The Noise Control Regulation will be updated to widen the scope of the implementation. Noise supervision units will be established under local governments, in coordination with Noise Pollution Teams of Governorates. The scope of EIA will be expanded to cover the assessment of the infrastructure investments of public organizations. Moreover land and agricultural input use will be monitored and supervised. The use of pesticides and fertilizers will be controlled within the residue limits. Early warning system will be established to ensure plant health as well as to prevent environmental degradation. Marine ecosystems will be protected against the harmful impacts of tourism activities. The use of marine species of high economic and nutrition value as animal feed will be prevented. A National Fishing Committee will be established to conserve marine resources, coastal zones and aquatic ecosystems with special emphasis on rare and endemic species under the threat of extinction. Protection measures will be taken due to the inventory of sensitive areas, live marine and aquatic resources. Disaster risk reduction measures will be taken against soil erosion, desertification and pollution to ensure soil conservation. The Ministry of Environment shall be the leading institution in the implementation of the Action Plan.
