This Regional Decree establishes that state nature reserve of regional significance "Soyansky" shall be constituted with a view of conservation lake-river system of the Soyan River, to reproduce and restore the number of wild fauna species, rare and endangered species wild fauna and wild flora species, precious fish species, their habitats and the general ecological balance of the protected area, also in the process of the reserve territory management. Functional protection regime of nature reserve shall be differentiated in economic activities area and area of restricted nature management. The following activities shall be prohibited within economic activities area: (a) capture of wild fauna species that are not subject to hunting; (b) hunting, except for the purpose of regulation of the number of game; (c) destruction of nesting grounds and mating grounds of wild fauna species; collection of eggs; (d) felling of forest species, except for sanitary felling, felling for forest fires extinguishing; (e) entry, exit and parking of motor vehicles, except for service vehicles; (f) navigation on motor floating facilities along spawning grounds of the rivers, except for small-size service vessels; (g) waste disposal; (h) organization of tourist camps and making fires outside specially equipped areas; (i) release of alien species; (j) land reclamation and swamp drying; (k) application of chemicals, mineral fertilizers, plant protection means and nutrients; and (l) destruction or damaging warning signs and information boards. In the area of restricted nature management shall be prohibited the following activities: (a) entry, exit and parking of motor vehicles, except for service vehicles; (b) ploughing up and grazing of cattle; and (c) construction, except for construction of the facilities required for the functioning of the nature reserve.
