This Regional Decree establishes that state nature reserve of regional significance “Solvychegodsky” shall be constituted with a view of conservation and reproduction of wild fauna species (game), and it is importance within ecological system as biological reserve and resting ground for wild fauna species. The proclamation of the territory reserve shall not entail expropriation of land plots from tenants and owners. Owners and tenants of land plots located within the boundaries of the reserve are obliged to observe the special protection regime established in the nature reserve. On the territory of nature reserve shall be prohibited any activity contrasting the scope of nature reserve or damaging natural complexes and components, including: (a) felling of forest species (except for felling for forest fire extinguishment, sanitary felling and felling related to removal dead, fallen and damaged forest stand); (b) construction of buildings, facilities, roads and pipelines, power lines and other communications, with the exception of facilities ensuring operation of the reserve; (c) waste disposal; (d) capture and hunting of wild fauna species that are not subject to hunting; (e) hunting, except for the purpose of regulation of the number of game; (f) destruction and damaging mating and nesting grounds of wild fauna species, collection of eggs; (g) application of toxic chemicals, mineral fertilizers, plant protection means and nutrients; (h) geological exploration of subsoil and mining; (i) organization of tourist camps and making fires outside specially equipped areas; (j) entry, exit and parking of motor vehicles, except for service vehicles; and (k) destruction or damaging warning signs and information boards.
