These Measures, consisting of 16 Articles, are enacted to protect the health of humans, animals and plants, safeguard the legitimate rights and interests of consumers, protect the ecological environment, and promote the healthy development of China's foreign trade. The Measures contain 6 Chapters: General matters; Information collection and risk assessment; Measures for risk warning; Measures for rapid response; Supervision and administration; Supplementary provisions. The State Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) shall uniformly manage the nationwide entry-exit inspection and quarantine risk warning and rapid response work. AQSIQ shall set up an office for entry-exit inspection and quarantine risk early warning and quick response, responsible for information management of risk warning and rapid response.
