This Part regulates livestock grading, certification, and standards. Grading services shall consist of the determination and certification and other identification, upon request by the applicant, of the class, grade, or other quality of livestock under applicable standards. Acceptance service under the regulations shall consist of the determination of the conformity of livestock to approved specifications and the certification and other identification of such livestock in accordance with specifications, upon request by the applicant. Service under these regulations may be made available to livestock shipped or received in interstate commerce, and with respect to the livestock not so shipped or received if the authorities determine that the furnishing of service for such livestock would facilitate the marketing, distribution, processing, or utilization of agricultural products through commercial channels. The Director of the Livestock, Poultry, Grain and Seed Division is charged with the administration of the regulations. Any person may apply to the Director of Chief of service under the regulations with respect to livestock in which the applicant is financially interested. The application shall be made on a form approved by the director. The applicant for service shall be notified whether his applications is approved. Several cases of denial or withdrawal of service are enumerated. After services have been delivered the official grader shall prepare, sign and issue a livestock acceptance certificate covering livestock for which compliance has been determined. Further rules sets forth by this Part cover definitions, administration, service, charges for services, and miscellaneous rules on identification and errors in service.
