The Act provides the basis for the constitution, maintenance and management of compulsory liquid fuel stocks in Estonia as well as reporting on these stocks. Liquid fuel stocks means the quantities of energy products which are mandated by this Act, which are at the disposal or under the control of the government and which are constituted, by using Estonia’s membership in international organisations and by means of reliable and transparent mechanisms based on the solidarity of the Member States of the European Union, in order to ensure a high level of security of supply in the Republic of Estonia, to maintain national security, to perform the obligations assumed under international agreements and to guarantee subsistence to the population. Among others, the Act lays down specific obligations for the stock managers and imposes liability for violating the provisions of the Act.
