These Measures are enacted to ensure the basic living conditions of rural poor residents and effectively solve the living difficulties of the rural poor. The Measures consist of 40 Articles divided into 7 Chapters: General provisions; Beneficiaries and standards of basic living security; Application, review and approval of basic living allowances; Adjustment of beneficiaries and standards of basic living security; Safeguards and supervision; Penalties; Supplementary provisions. The civil affairs departments of the people's governments at or above the county level are specifically responsible for the organization, implementation, supervision and management of the rural minimum living security work. The villagers' committee are entrusted by the township (town) people's governments to undertake the relevant services of the rural minimum living security system.
