These Rules are enacted to improve the hygienic quality management of aquatic animal feed processing plants and to ensure that the hygienic quality of aquatic animal feed and the procedures of transportation and marketing conform to EU regulations. When the aquatic feed produced by an aquatic feed processing plant is exported to the European Union, the aquatic feed processing plant shall complete the EU registration, and the sanitation of the aquatic feed shall conform to the EU regulations.Aquatic feed processing plants applying for EU registration shall be qualified by health assessment. The assessment items are divided into written examination and on-site inspection.In addition, aquatic feed processing plants applying for EU registration shall submit to the Fisheries Agency of the Council of Agriculture the documents as prescribed in Section 5, including HACCP plan with product manufacturing process, hazard analysis important control point list, control limits and monitoring of important control points, etc.
