These Provisions stipulate the functions, internal institutions and staffing of the State Grain and Materials Reserve Bureau. The main responsibilities of the State Grain and Materials Reserve Bureau include: (1) Draft laws, regulations and departmental rules on grain circulation and material reserve management throughout the country. (2) To put forward suggestions on national strategic material reserve planning and catalogue of national reserve varieties. (3) To manage the state grain, cotton and sugar reserves, and to be responsible for the administration of grain and cotton in the central reserve. (4) To formulate and organize the implementation of relevant technical standards and norms for grain and material storage management. (5) To be responsible for supervising and inspecting the management of government reserves, enterprise reserves and the implementation of reserve policies.
