These Rules are enacted to guide aquaculture fishery to make rational and effective use of water and soil resources, improve aquaculture fishery production and marketing environment, enhance sectoral competitiveness, achieve the goal of sustainable management, and subsidize the local governments to carry out public construction and follow-up management of aquaculture fishery. The subsidized construction areas shall include: (1) Land-based aquaculture fishery production zones established with the permission of the government. (2) Marine aquaculture areas. (3) Fish ground concentration area. The Rules further make provisions for: procedures for local government to apply for subsidies, review mechanism of Fisheries Agency, management and maintenance of intake and drainage paths, roads in aquaculture areas, management, etc.
