These Measures are formulated to standardize the behavior of construction land replacement, optimize land use structure and promote sustainable economic and social development。 The term "replacement of construction land" as mentioned in these Measures refers to the act of replacing the original construction land which is not suitable for use, after land reclamation has been completed, with agricultural land which has been planned as construction land or other construction land. The purpose of use of the replaced construction land shall be the same as that of the original construction land, and conform to the overall land use planning, the overall urban planning, the village and town planning. Where the replacement of construction land involves collectively owned land by farmers, the consent of more than two-thirds of the members of the villagers'meeting of the collective economic organization shall be obtained, and the consent of the owner of the land shall be obtained.
